I think it's a Russian credit card commercial. I've got my wife hooked on a silly Russian cartoon and it popped up as the you tube commercial before it.

This is the silly thing she likes.

Cute, sort of reminds me of some of the "I Love Lucy" episodes; I'm watching one where she and Ethel make their own Salad Dressing.
